Senator Jacko, Chair, moved and asked unanimous consent that the               
publication notice be waived on CS FOR HOUSE BILL NO.                          
55(FIN) "An Act making appropriations for the operating and loan               
program expenses of state government and to capitalize funds; and              
providing for an effective date" for the Rules Committee meeting.              
Senator Duncan objected.
